There is a very strong policy element to the ARTL PKI.
The
Policy Authority Function Group
The Keeper of the Registers of Scotland is the Policy Authority
for the ARTL PKI. In practice the Keeper has delegated his authority
for the creation and maintenance of PKI policy to the Policy
Authority Function Group or PAFG. The current members of the
PAFG are:
Diane Young Legal Director, RoS
Kevin Ramsay ARTL Technical Manager, RoS
David Cummings RoS Information Security Manager
Bill Carracher RoS Customer Relations Manager.
Andy Stevenson of RoS Legal Services is the Secretary of the
PAFG.
E-mail messages directed to PAFG@ros.gov.uk will reach all the members of the PAFG, including the Secretary.
Darren Griffin of BT plc and Alan Liddle of Trustis Ltd provide
advice and assistance to the PAFG, on an “as needs”
basis. Darren and Alan were heavily involved in the build/design
of the ARTL PKI and have an in-depth knowledge of its policy
aspects.

There are really two parts to the PKI policy.
Firstly, there are a few high-level policy and related documents
that have been provided by Trustis Ltd, with some modification
by Registers of Scotland. All are accessible in pdf format.

Secondly, Registers of Scotland has devised lower-level policy/procedure
documents that contain a great deal of information and guidance
about the ARTL PKI. The documents intended for external release
have been compiled into a single, composite publication entitled
the ARTL
PKI Registration Policy and Procedures (updated 03/08) which ARTL
users, in particular Local Registration Authorities, will find
helpful in dealing with PKI-related matters.
