Annual Report and Accounts 2010-2011

The Registers of Scotland (RoS) Annual Report and Accounts for 2010-2011 have been laid before the Scottish Parliament together with a Section 22 report from the Auditor General for Scotland.

The Section 22 report alerts the Scottish Parliament to constructive losses of £6.0 million and £0.8 million in relation to decisions to halt and cancel the eSettle and a Content Management System (CMS) IT projects.

To realise the economic benefits of improved systems, Registers of Scotland, working with our customers, has been developing our IT products successfully for over two decades.  When it became clear that the eSettle product, the most recent and complex phase of this work, would not meet requirements the decision to pause and then halt the project was taken jointly with our IT providers BT, as per our Partnership contract.

Use of the CMS was halted on value for money grounds.  These decisions have not affected the integrity of the registers or the quality of the services we provide to our customers. 

The Auditor General’s report recognises the work that RoS has undertaken to address the circumstances behind these decisions. This work includes enhancing RoS’ IT expertise, strengthening RoS' procurement capability, the introduction of delegated budgeting, annual reviews of capital projects, and preparation for the exit and transition strategies for the end of the contract with BT.

RoS continues to work closely with colleagues across the public sector in Scotland to share best practice in our approach to the provision of IT services and the development of IT products.
