TURNAROUND TIMES

In April 2008, RoS introduced a new methodology for calculating the turnaround times of the various types of application submitted for registration and recording.  We have moved away from an averaged number of days per product to a non averaged number of days.  This is a more challenging target and requires RoS to achieve a percentage of each product to be processed within a targeted time period.

The turnaround time calculation starts on 01 April 2008 and concludes when the product is despatched back to the Agent.   Saturdays and Sundays are excluded from the calculations as are applications where requisitions have been sent out to Agents requesting further evidence / information.


REGISTRATION TARGET

Where it is in the Keeper’s power and is legally appropriate, to complete the recording and registration of:

70% of standard(1) First Registration applications within 70 working days.

The new FR target commenced on 01 April 2008.  As at 26 May, only 40 working days have elapsed. It is therefore not practical to accurately measure progress against this target until at least 70 working days have elapsed.  However 28.3% of standard First Registrations received since 01 April have already been completed.

60% of Dealings with Whole(2) within 30 working days, with the remainder to be completed within 100 working days.

As at 26 May –  42.7% of Dealings with Whole were completed within 30 working days with 0.7% completed outwith the 30 day target but within 100 working days.

80% of Sasine writs within 20 working days, with the remainder to be completed within 40 working days.

Manual checking indicates that outputs are currently within target and detailed figures will be available shortly on delivery of a new system report.

(1) These are cases that fall within areas where RoS has carried out preparatory research work.  (This is disclosed on RoS Form 10 Reports where relevant.)

(2) This target relates to Dealings with Whole that are not processed within 24 hours through the Automated Registration of Title to Land (ARTL) system and which do not need to be processed with First Registration or Transfers of Part applications already in the Keepers hands.
