Commencement provisions and operational areas 1.7 The system of land registration in Scotland was introduced by the Land Registration (Scotland) Act 1979. The Act was supplemented by the Land Registration (Scotland) Rules 198010, which provided the tools to operate the new system. The original Rules have been enhanced by four sets of Land Registration (Scotland) (Amendment) Rules promulgated under section 2711. The Land Register came into being on 4 April 1979, the date on which section 1 came into force. Certain miscellaneous provisions of the Act (sections 16 to 23) which do not relate exclusively to registration of title also came into force on that date. In terms of section 30, however, the main provisions relating to land registration only come into force on such day or days as the First Minister may appoint by statutory instrument. The Act envisaged the progressive introduction of the land register over Scotland on an area by  area basis,  each  area  corresponding  to  an  existing registration Division  of  the  General  Register  of Sasines. In some cases more than one such area is designated as an operational area at the same time. 1.8 The first commencement order (Land Registration (Scotland) Act 1979 (Commencement No. 1) Order 198012) brought the registration provisions into force for the county of Renfrew on 6 April 1981. It was envisaged  that  land  registration  would  extend  to  the  rest  of  the  counties  under  a  nine  year  rolling programme. Although this original projection proved over-optimistic, progress is being made and so far 22 counties have become Land Register operational areas. The remaining 11 counties are scheduled to become operational areas by April 2003.
