Commencement provisions and operational areas1.7 The system of land registration in Scotland was introduced by the Land Registration (Scotland) Act1979. The Act was supplemented by the Land Registration (Scotland) Rules 198010, which providedthe tools to operate the new system. The original Rules have been enhanced by four sets of LandRegistration (Scotland) (Amendment) Rules promulgated under section 2711.The Land Register came into being on 4 April 1979, the date on which section 1 came into force. Certainmiscellaneous provisions of the Act (sections 16 to 23) which do not relate exclusively to registration oftitle also came into force on that date. In terms of section 30, however, the main provisions relating toland registration only come into force on such day or days as the First Minister may appoint by statutoryinstrument. The Act envisaged the progressive introduction of the land register over Scotland on an areaby area basis, each area corresponding to an existing registration Division of the General Register ofSasines. In some cases more than one such area is designated as an operational area at the same time.1.8 The first commencement order (Land Registration (Scotland) Act 1979 (Commencement No. 1) Order198012) brought the registration provisions into force for the county of Renfrew on 6 April 1981. It wasenvisaged that land registration would extend to the rest of the counties under a nine year rollingprogramme. Although this original projection proved over-optimistic, progress is being made and so far22 counties have become Land Register operational areas. The remaining 11 counties are scheduled tobecome operational areas by April 2003.The operational areas and the commencement dates on which they became so are as follows:AREADATE OF COMMENCEMENTORDERCounty of Renfrew6 April 1981S.I. 1980 No. 1412County of Dumbarton4 October 1982S.I. 1982 No. 520County of Lanark3 January 1984S.I. 1983 No. 745County of the Barony and Regality of Glasgow30 September 1985S.I. 1985 No. 501County of Clackmannan1 October 1992S.I. 1992 No. 815County of Stirling1 April 1993S.I. 1992 No. 2060County of West Lothian1 October 1993S.I. 1993 No. 922.County of Fife1 April 1995S.I. 1994 No. 2588County of Aberdeen1 April 1996S.I. 1995 No. 2547County of Kincardine1 April 1996S.I. 1995 No. 2547County of Ayr1 April 1997S.I. 1996 No. 2490County of Dumfries1 April 1997S.I. 1996 No. 2490County of Kirkcudbright1 April 1997S.I. 1996 No. 2490County of Wigtown1 April 1997S.I. 1996 No. 2490 County of Angus1 April 1999S.I. 1998 No. 1810County of Kinross1 April 1999S.I. 1998 No. 1810County of Perth1 April 1999S.I. 1998 No. 1810County of Berwick1 October 1999S.I. 1998 No. 2980County of East Lothian1 October 1999S.I. 1998 No. 2980County of Peebles1 October 1999S.I. 1998 No. 2980County of Roxburgh1 October 1999S.I. 1998 No. 2980County of Selkirk1 October 1999S.I. 1998 No. 2980
