Form 1 - Application for first registration 4.16  Frequently the title deeds submitted with the application for registration will contain sufficient information to enable the Keeper to confirm the location, position and extent. If not, the applicant must  submit  an  appropriate,  reliable  plan.  This  plan  must  be  drawn  to  a  stated  scale  and  show sufficient existing surrounding detail to allow the Keeper to establish the correct extent of the property in question (See appendix 1 for detailed deed plan criteria). Even when a deed plan exists in the progress of titles, the Keeper’s experience is that discrepancies often  arise  between  the  extent  shown  on  the  deed  plan  and  that  which  exists  on  the  latest  map information. To avoid such problems delaying the registration process, every attempt must be made to reconcile any differences before the application is submitted. A solicitor can elect to have an on-site comparison made between the occupied extent and the extent defined in the title deed. Equally, he can choose to use any service which will compare the extent defined in the title deed with the occupied extent as defined on the ordnance map. The Keeper has been providing such a service since the inception of registration of title in Scotland. This is the P16 report service which was introduced at the request of the Law Society of Scotland. All applications for first  registration  must  now  provide  answers  to  questions  that  are  designed  to  ensure  that  this comparison has been carried out. Guidance for completion of questions 1-3 Part B of the Form 1 The  following  guidance  is  intended  to  help  overcome  common  problems  in  relation  to  the  plans- related  questions  of  the  Form  1.  This  is  intended  to  help  to  ensure  that,  in  future,  the  correct information is supplied and any necessary investigative work is completed before the application is submitted, thus avoiding unnecessary delays in processing the application. Question 1 of PART B reads as follows: 1. Do the deeds submitted in support of this application include a plan illustrating    YES/NO the extent of the subjects to be registered? If YES, please specify the relevant deed and its Form 4 Inventory number: If NO, have you submitted a deed containing a full bounding description YES/NO with measurements? If YES, please specify the deed and its Form 4 Inventory number: N.B. If the answer to both the above questions is NO then, unless the property is part of a tenement or flatted building you must submit a plan of the subjects properly drawn to a stated scale and showing sufficient surrounding features to enable it to be located on the ordnance map.
