Director of People
Billy Harkness is a key member of the Executive Management Team, responsible for delivering RoS strategy and providing good governance around it, with specific responsibility within that for the People Strategy and its delivery plan.
Billy is responsible for shaping and leading on delivery of our people outcomes aligned to RoS’ strategic objective to inspire our people to adapt, grow and innovate, and to empower a thriving and inclusive organisation.
A career civil servant, Billy worked in various registration departments before becoming head of HR in 2002. He became HR and estates director in 2008 and was appointed to the RoS Board the following year. He became corporate services director in 2014, corporate director in 2017 and, following a restructure in 2023, is currently people director. He is a fellow of the Chartered Institute of Personnel and Development.
Recently, Billy has successfully delivered a major project to maximise value from the organisation’s estate and IT, including the move to a modern smart-working office at St Vincent Plaza, Glasgow.
