We are currently working on the secondary legislation which, subject to ministerial and parliamentary approval, will allow us to implement the main recommendations of the land register completion consultation report.
- a 25 per cent fee reduction for voluntary registrations
- closing the General Register of Sasines to standard securities, and waiving the fee for associated voluntary registrations
- removing the keeper's discretionary power to refuse voluntary registration
The closure of the General Register of Sasines to securities and the associated waived fee is not proposed to be implemented until we have completed our discussions with key stakeholders. This will ensure that any required changes in process can be brought in smoothly and efficiently. We cannot confirm an exact date until this work is completed, but we expect it to be late 2015 or into the first half of 2016.
All other changes are due to take effect from the end of June 2015, subject to the approval of the Scottish ministers and parliament.
