About the registers
The Moveable Transactions (Scotland) Act 2023 has modernised the law in Scotland in relation to transferring claims and taking security over moveable property through the creation of two new RoS registers.
The Register of Assignations (RoA) and the Register of Statutory Pledges (RSP) were launched on 1 April 2025.
RoA allows claims to payment to legally transfer in Scotland through registration of an assignation in that register.
RSP allows a fixed security over physical moveable property, intellectual property, or financial instruments to be created without first giving up ownership or possession by registering a statutory pledge in that register.

Before accessing either the RoA or RSP service, it is important to check the guidance.
This gives information on:
- what can be registered and what cannot
- what is needed to make a registration
- how to correct a record entry
Once you have read the guidance you can:
- create an online account
- make registration and correction applications on the services
- access the services to search the registers
Responsibility for RMT
The Keeper of the Registers of Scotland is responsible for establishing and maintaining RoA and RSP.
This includes making sure the information supplied is entered into the register according to The Moveable Transactions (Register of Assignations and Register of Statutory Pledges Rules) (Scotland) Regulations 2024.
