Information requested:
Can you please provide the data that can be found in here. Where the "expense type" is "Fixed Term Staff Costs". (As in, the IT contractors; be they inside IR35 or Outside IR35). But for the past 10 years (starting Jan 2016 is fine; I appreciate it likely won't include Dec 2025).
Response:
The information you have requested is exempt under section 25(1) of FOISA as we do not have to give you information which is already reasonably accessible to you. The information requested for November and December 2025 is exempt under Section 27(1) of FOISA as we do not have to release information which is intended for publication within the next 12 weeks. Please note that these reports are published one month in arrears and will be available by the last working day of the month following the reporting period.
Section 27(1) is a qualified exemption, which means it is subject to the public interest test. This requires us to weigh the public interest in withholding the information against the public interest in releasing it.
We acknowledge that there is a legitimate public interest in transparency and timely access to information. In this case, our view is that there is a stronger public interest in allowing sufficient time for accurate collation, verification, and responsible publication of the reports, ensuring their integrity and reliability upon release.
Accordingly, on balance, the public interest lies in favour of upholding this exemption.
