This policy sets out RoS' wired guest user policy.


1. Purpose and scope

1.1 Registers of Scotland provide a mechanism for non-RoS employees in RoS office locations, to obtain access to the internet for business purposes.

1.2 This internet access is provided to allow individuals to perform their roles on behalf of their employer organisation. In doing so, all individuals are responsible for using the internet provided appropriately in line with the requirements of their role, and in line with the required behaviours and conduct set out in the Civil Service Code.

2. Acceptable use

2.1 Individuals must not undertake any action including but not limited to:

  • access, store, distribute or transmit during the course of the use (i) any viruses or (ii) material that is unlawful or detrimental to RoS’s reputation or which may cause our IT system to be interrupted, damaged or impaired in any way
  • threaten the integrity, performance, or reliability of our systems or impact our IP address rating (including by conducting performance or stress tests) or in any manner that works around any of its technical limitations
  • use the internet connection for anything that maybe reasonably deemed illegal, fraudulent, deceptive, misleading, unethical, or otherwise inappropriate including in any way which may infringe the Intellectual Property Rights of third parties
  • seek to block or otherwise interfere with our right at any time to monitor or audit use of the internet connection to ensure compliance with the terms of this policy
  • use or permit the use of any automated software programme whatsoever (such as a web crawler) to access our systems or to search, monitor or obtain links to any part of our system
  • attempt to rectify, reconfigure, or permit any person not authorised by RoS to rectify any fault or inaccuracy in any part of our system

3. Acknowledgement

3.1 Users acknowledge that RoS will actively monitor and block usage which is not in accordance with this policy or where a particular user/IP address cannot be verified. The user activity of individuals is continuously monitored to support system security and operations, and to protect against misuse. Where there is reasonable suspicion of a breach of our policy investigation or action may result.

3.2 All monitoring activity follows audited processes and is carried out in accordance with the relevant legislation and regulation including UK Data Protection Act 2018, the Regulation of Investigatory Powers (Scotland) Act 2000 and the Telecommunications (Lawful Business Practice Interception of Communications) Regulations 2000.

4. Roles and responsibilities

4.1 All users of RoS Wired Guest are bound by the commitments of this policy.

4.2 The ISAG has ownership of this policy and is responsible for enforcement of its requirements.

4.3 This policy should be part of the publication scheme.

5. Approval and review

5.1 This policy will be reviewed and approved by the ISAG annually, unless earlier review is appropriate.
