Information requested

Please can you provide me with information concerning the maintenance of your corporate estate i.e. operational buildings, land and any other property (e.g. investment) and schools, if they are within your jurisdiction. Not any social housing/dwellings.

1.What type of maintenance management model does your organisation use? E.g. Managed supply-chain, single hard-fm & soft-fm contractor, internal workforce, principal contractor etc.
2.Can you provide a list of the approved contractors used?
3.What are the total values of contracts granted?
4.When do these contracts expire?
5.What services are provided in each contract?
6.What procurement method was used? E.g. Open ITT, Framework if so, which one?

Response

1.RoS have individual contracts with multiple providers (e.g. single hard-fm, single cleaning etc).
2.We do not have an approved supplier list, but we have the following suppliers for each of the relevant corporate estate contracts:

  • Contract 1: Mitie Technical Facilities Management Limited provide us with Facilities Management Hard Services
  • Contract 2: Complete Cleaning Services Limited provide us with Cleaning and Associated Services
  • Contract 3: Corps Security provide us with Security Services
  • Contract 4: GP Plantscape Limited provide us with Ground Maintenance

Contract 1: Facilities Management Hard Services Contract £2,150,000 (including potential contract extensions and excluding potential additional project work)17/06/2025 (option to extend 2 x 12 months for a total of 24 months) 17/06/2025 (option to extend 2 x 12 months for a total of 24 months)

Provision of Facilities Management: Hard Services for our two sites (Meadowbank House in Edinburgh and St. Vincent Plaza in Glasgow).

The contract covers a full range of Hard Facilities management products and services. This includes but is not limited to a wide range of estates and maintenance specialisms such as painting and decorating, plumbing & electrical services, building management systems and planned preventative maintenance.

Contract 2: Cleaning and Associated Services £3,000,000 15/04/2024

The contract covers a comprehensive office cleaning service for our two sites (Meadowbank House in Edinburgh and St. Vincent Plaza in Glasgow) covering all areas including: the offices, toilets, shower rooms and satellite kitchens.

The contract includes: routine cleaning to set standards, periodic and deep cleaning, reactive cleaning, external area cleaning, to include building fabric and the removal of graffiti and stains, window cleaning, washroom consumable, linen and laundry, porterage and concierge services (as required).

Contract 3: Security Services £2,760,000 31/03/2024 The contract covers provision of a professionally managed high-quality security and guarding service at our Meadowbank House building in Edinburgh. The contractor is responsible for ensuring the security of the premises and its occupants.
Contract 4: Ground Maintenance £150,000 (including potential contract extension)

31/03/2024 (option to extend for another 12 months)

The contract covers provision of Ground Maintenance and Internal Planting services. The contractor is responsible for grounds maintenance, tree surgery, snow and ice clearance, cut flowers, Christmas trees, internal plants and living walls (and associated services).

6. All contracts were procured via open tender communicated on Public Contracts Scotland.
