RCI – proposed amendment to extend time period for compliance

Scottish Ministers propose to extend the RCI deadline by one year. Subject to the Scottish Parliament’s approval, the time period given to make submissions before offence provisions would have effect will change from 1 April 2023 to 1 April 2024.

Ministers listened to concerns raised by some stakeholders, and recognised the wider challenges caused by issues such as Brexit, the pandemic, and the current economic pressures.

All those in scope are still expected to comply with the requirement to register. Ministers encourage everyone who is eligible to engage with the process as early as possible.

The Scottish Government and RoS will work together to continue to raise awareness and help support stakeholders through the process.

Industrial Action

RoS notes the decision of the Public and Commercial Services Union (PCS) to call for industrial action on 1 February 2023.

We have robust contingency plans in place to keep all customer-facing services running. We will continue to accept applications to the registers we manage and provide a customer support service.

We will closely monitor any impacts on the day and respond as necessary to deliver the products and services required to support the property market.

RoS is committed to transparency and accountability. The performance pages on the website have now been available for 6 months. We want them to be as clear and as helpful as possible. This is your opportunity to share your views.

Register Land and Property update

Register Land and Property (RLP) now supports draft titles. This means that you can create a case for a transaction even if the subjects of that case are still undergoing registration, providing you have the title number.

RLP will soon support all deed types where the deed is over the whole of a single registered title, except for deeds which relate to leases. Over 100 new deed types will be enabled for selection.

Working with the Law Society of Scotland (LSS)

RoS regularly meets with representatives of the Property Law Committee to update on activities effecting LSS members. We are always open to hearing the views of our customers and we would encourage you to get in touch with them if you have any live issues you would like to be raised with us.
