RCI - proposed amendment to extend time period for compliance

The Net Zero, Energy and Transport Committee have taken evidence on the proposal by the Minister for Environment and Land Reform to extend the RCI deadline by one year. The Committee agreed to recommend the approval of this proposal.

Subject to the Scottish Parliament’s approval in the chamber, the time period given to make submissions before offence provisions would have effect will change from 1 April 2023 to 1 April 2024.

Ministers listened to concerns raised by some stakeholders, and recognised the wider challenges caused by issues such as Brexit, the pandemic, and the current economic pressures.

All those in scope are still expected to comply with the requirement to register. Ministers encourage everyone who is eligible to engage with the process as early as possible.

The Scottish Government and RoS will work together to continue to raise awareness and help support stakeholders through the process.

For more information visit the Scottish Government website.

If you have questions about how this relates to making a submission to the register visit our RCI guidance.

What do you think of our performance reporting?

RoS is committed to transparency and accountability. The performance pages on the website have now been available for 6 months. We want them to be as clear and as helpful as possible. This is your opportunity to share your views.

This is your last chance to take survey before it closes on 3 March.

Take the survey.

Moveable Transactions

The Moveable Transactions (Scotland) Bill is currently at Stage 2 of its consideration by the Scottish Parliament. Its purpose is to make financing a business easier by modernising the law covering how moveable property can be used to access credit. The Bill provides for two new registers which will be managed by RoS.

Stay up to date with the passage of the Bill and access briefing documents on the Scottish Parliament website.

Register Land and Property update

This month we will be adding over 100 new deed types to RLP, meaning that all deed types where the deed is over the whole of a single registered title, except for deeds which relate to leases, will be supported.

For more information on this and other recent updates to RLP, you can watch a recording of last month’s RLP webinar.
